His plans are complicated by the arrival of a group of survivors from the prison, who The Governor sees as a threat. In the final act of Rise of the Governor, we witness The Governor's complete descent into madness. He loses everything he holds dear, including his control over Woodbury and his belief in a cure for Penny. In a fit of rage and desperation, he kills his zombified daughter and burns Woodbury to the ground.
