“You think you're ready, but you're not,” Monroe quips, recalling her initiation at the FBI Academy in Quantico, Virginia in July 1985. That year, she and her mostly male cohort of recruits plunged into a rigorous 4-month program only half would pass. The training combined classroom learning with practical exercises. Recruits delved into legal principles, studied high-profile criminal cases, and honed their marksmanship and surveillance techniques.

With her prior law enforcement experience, Monroe excelled in scenario-based exercises that sharpened her instincts and reaction time. Beyond the hard skills, the training program emphasized values and ethics. The FBI’s motto of “Fidelity, Bravery, and Integrity” wasn’t just a slogan –⁠ it was a foundational principle that guided discussions and exercises. In one memorable exercise, the recruits ranked a list of ten ethical values from most to least important. It turned out that Jana and another recruit, Dale Monroe, had –⁠ however improbably –⁠ come up with the exact same list. Dale and Jana quickly hit it off, and the pair eventually married.

In a career spent confronting darkness, one case stands out for Jana Monroe as particularly gratifying: the tragic and horrifying triple rape murder of Joan Rogers and her two daughters. 

The story begins in 1989 when the Rogers women drove from Ohio to Florida for a vacation. After visiting Disney World, they headed to Tampa. The FBI's involvement began when their three bodies were discovered floating in the bay. Monroe vividly recalls the moment she saw the bodies being brought ashore, each bound and weighted down. It was a haunting sight that would stay with her forever. 

The Behavioral Science Unit or BSU was renowned within the FBI for dealing with the most complex and high-profile criminal cases. As such, joining it was a coveted opportunity. Monroe, aware of the unit's prestige, also recognized the potential gaps in its understanding of female perspectives, both as agents and in terms of the majority of crime victims. She saw this as a chance to make a significant contribution.

The interview for the BSU was unlike any other Monroe had experienced. It began with standard questions, but the tone changed dramatically when the interviewers presented Monroe with a test. Wordlessly, they slid five graphic photographs of gory crime scenes across the table. The images were shocking, displaying victims who had been eviscerated and decapitated. The room fell into an uncomfortable silence as the interviewers observed Monroe's reaction.

Jana Monroe’s tenure at the Behavioral Science Unit immersed her into humanity’s darkest abysses. Face-to-face with infamous criminals, she probed the terrifying enigma of what makes them tick. 

Bill Hagmeier, Monroe’s mentor, exposed her to recorded interviews with killers like Ted Bundy and Jeffrey Dahmer. Watching their conversations, Jana witnessed their talent for justification and deception. Bundy’s story, marked by premeditation and arrogance, paints a picture of a predator who chose his victims with chilling deliberation. He blamed pornography for unleashing his murderous compulsions. But his practiced words rang hollow beside the horrific evidence. Jana concluded the real motive was his craving for ultimate domination –⁠ enacted through rape, torture, and murder.

One day while working at the BSU, Jana Monroe received a chilling phone call. On the line was none other than serial killer Ed Kemper. Monroe was analyzing a series of murders in Philadelphia, and Kemper offered to provide insights into the killer’s mindset. He emphasized the desire for control and the enjoyment derived from instilling fear in victims. Kemper’s tone was flat and emotionless –⁠ but there was an underlying intimacy in it that left Monroe shaken. 

Sound a bit like the behavior of Hannibal Lecter from the film The Silence of the Lambs? If so, that’s no coincidence. In fact, Monroe’s insights were instrumental in shaping actor Jodie Foster’s portrayal of Clarice Starling in The Silence of the Lambs film. As the only female agent in the BSU at the time, Monroe guided Foster through the nuances of working in a male-dominated environment and dealing with the complexities of interviewing serial killers. This guidance was vital in lending authenticity to Foster’s performance.

As her fifth year at the BSU drew to a close, Monroe found herself grappling with the impact of constantly delving into the psyches of serial killers and the dark underbelly of human behavior. The once-invigorating thrill of unraveling criminal minds had begun to cast a shadow over her perception of the world. In every fluttering plastic bag, she hallucinated a severed body part hidden within.

Monroe’s experiences at the BSU also seeped into her personal life. She hid her kitchen knives in her basement dryer, feared home invasions, and grew wary of everyday objects like steam irons. Her vigilance began to border on paranoia. During a trip to Los Angeles, she found herself adopting elaborate measures to ensure her own safety, using alternate floors and stairways to reach her hotel room. These practices were indicative of an escalating fear.
